加拿大联邦技工移民门槛是否真有这么低？

联邦技工移民（Federal Skilled Trades Program，FSTP）是2013年启动的，加拿大联邦和各省政府为吸引蓝翎技工移民加拿大而推出的加拿大技术移民项目。该项目适用于职业为国家职业分类（NOC）TEER 2/3 (NOC B)类的申请人，通过快速通道系统进行筛选。

申请人必须持有加拿大雇主所出具的offer，或由加拿大某一省份所颁发的职业技术证书。因为加拿大国家职业分类系统（NOCB）TEER2/3类中的绝大多数职业都需要申请人所工作省份的资格认证（如汽修、水电工等）。

即使有些职业不需要强制认证，但也需要申请人在该省份注册为学徒（Apprentice)，然后作为学徒工作（Apprenticeship)来积累经验。对于没有在加拿大当地接受职业培训或者高等教育的申请人来说，条件十分苛刻。

 

一、联邦技工移民申请条件

• 职业满足联邦技工移民职业列表，基本都是蓝领技术工种；
• 工作经验要求：近5年拥有2年技工相关的带薪全职工作经验（或同等年限的兼职工作经验）；
• 工作机会及技能证书要求：加拿大雇主提供的为期一年以上的工作Offer（即雇主LMIA），或省或地区提供的技工职业证书（不同省份之间不可通用）；
• 语言成绩要求：英语要求雅思G类或思培成绩，口语和听力要求CLB 5级以上，阅读和写作要求CLB 4以上。法语要求TCF或TEF成绩，最低门槛要求同英语；
• 计划居住在魁北克省以外；
• 候选人能够展示技能和经验，并且他们可以履行职业的相关职责；
• 资金证明：证明有足够的钱供申请人及家庭在加拿大定居，比如三人家庭需要准备22,483加币；
• 学历要求：联邦技工移民对学历没有硬性要求，但是高学历可以在EE评分系统中获得更高分，提高获邀可能性。

三、联邦技工移民申请难点及误区

通过上述申请条件可以看到，联邦技工移民语言要求很低，对学历也没有要求，那么可能大家就要暗自窃喜，是不是只要在加拿大留学毕业，再找个符合联邦技工移民职位要求的全职工作两年就可以移民了？答案当然不是那么简单了：

从事的职业受限：不同于加拿大经验类移民及联邦技术移民，前两者认可所有加拿大职业分类系统（NOC）中0/A/B类的工作经验，而联邦技工移民只认可NOC中72/73/82/83/92/93/6320/6220这几小组工种，这几组工种大多都是蓝领技术工种。

申请人背景及资格审核严格：申请人除了要有相应的职业培训及教育背景外，此类工种通常要从业者必须提供相应的从业资格证书。举个例子，如果一个两年汽修大专毕业的申请人毕业后从事汽修工作超过两年，合情合理；但是，如果一个会计或者其他商科毕业生突然有了两年的锅炉工的工作经验，便不合逻辑了。

申请及获批时间：

由于２年制及以上大专、本科专业毕业的国际学生毕业后只能拿到3年的有效工作签证，而联邦技工移民（FST）要求申请人至少有2年的全职（或等同全职）相关工作经验才能递交申请。因此，申请人须在毕业后尽快找到工作以确保自己在满足工作经验的情况下仍有时间递交材料。

加拿大移民局的官网上明确表明了相应的注意事项：其中申请人需要由雇主向人力资源部申请获批劳动力市场的影响评估（LMIA）批文或省级技工证书（Certificate of Qualification），此外，申请人还必须在递交联邦技工移民（FST）申请及移民获批前保持工作签证的有效性。

小心市面上的各种陷阱：

联邦技工移民（FST）表面上看起来对于申请人要求比较低，所以很多中介宣传可以为毕业留学生办理联邦技工移民（FST）一条龙服务（找雇主、安排工作、递交移民申请），更有甚者让已本科毕业的学生再去读技工专业等。其实申请联邦技工移民（FST）过程并不简单，如果是本科或２年制专科非技工类专业毕业的学生，只要语言成绩达标，申请加拿大经验类移民（CEC）的一样有很大几率成功。
